Metropolia's Rules and Regulations Concerning Student’s Rights and Obligations, Tuition Fees and Scholarship

Metropolia University of Applied Sciences’ rights and obligations

Metropolia University of Applied Sciences (hereinafter “Metropolia UAS”) provides education in accordance with the respective national regulations and its internal rules and regulations.

Metropolia organises degree studies and study guidance in such a way that a full-time student can complete the studies in a period which is equivalent to their extent.

Student’s rights and obligations

The student’s rights, obligations and responsibilities are determined according to the legislation of Finland and the regulations of Metropolia UAS.

The student is required to:

  • Accept the study place offered.
  • Pay the tuition fee according to the given instructions. Failing to pay the tuition fee will terminate the right to study and to graduate. Tuition fee payment does not concern those who are exempted from the tuition fee.
  • Register for the academic year within the deadlines set by Metropolia UAS.
  • Study full-time and comply with the established attendance rules.
  • Pursue studies according to the degree programme curriculum and the established schedules and rules.
  • Abide by the regulations and statutes of Metropolia UAS.
  • Follow all aspects of academic ethics. Any violation of the principles, particularly cheating and plagiarism, is considered misbehavior and will be processed according to the regulations and policies of Metropolia UAS.
  • Diligently and to the best of his or her ability apply him or herself to the successful completion of the degree programme.
  • Possess the compulsory insurance for non-European students (as stipulated by the Finnish Immigration Services) if the requirement applies to him or her.
  • Be aware and agree that he/ she has a valid residence permit to study in Finland. All matters related to immigration are governed and decided by the Finnish Immigration Service. The student is aware that Metropolia UAS does not have any control over the immigration process.
  • Keep the University informed of her or his address of residence and other contact information during the Programme.

The above list is not an exhaustive list on the responsibilities of the student.

Tuition fee and payments

Students enrolled to Metropolia UAS who are not deemed comparable to European Union citizens under EU Treaties and studying in English-taught Bachelor's and Master's degree programmes, are due to pay the annual tuition fee to be decided yearly by the Metropolia UAS. Students are required to pay the tuition fee for the academic term in one instalment by the deadline announced by Metropolia UAS. After the commencement of the academic term, the students shall not be entitled to any refunds on fees. The fees and payment schedule are specified in the Student Information.

If the student's status changes such that he or she is no longer required to pay the fee, the student is to make a notification of this change of status, submitting an account of the matter with any necessary enclosed documents (residence permit) to the Metropolia UAS Student and Admission Services before the due date of the tuition fee.

If the student’s residence permit application is pending (and there is no valid residence permit) he or she is required to pay the tuition fee.

If a student loses his / her right to study due to failure to pay the required tuition fee by the deadline without registering as non-attending, he or she may reapply for the right to study. A fee of EUR 50 shall be charged for the processing of applications for regranting the right to study. More information on re-granting the right to study available in Metropolia's intranet OMA.

Procedures related to the duration of the right to study and to the right of absence also apply to students obliged to pay the tuition fees. Students may register as non-attending, in which case they are not obliged to pay the tuition fee. However, it should be noted that first-year students' right to register as non-attending is limited according to the Universities Act/Universities of Applied Sciences Act. The rules concerning registration as non-attending for the first academic year also apply to students obliged to pay the tuition fees. The payment obligation concerns all the academic terms during which a student is registered as attending. The tuition fees must be paid to Metropolia UAS also during student exchange periods.

Scholarships

The Metropolia Scholarship for students who begin / began their studies before 1 August 2024

Metropolia UAS grants scholarships based on Finnish language skills. A scholarship can be granted based on a Finnish language level test (National Certificates of Language Proficiency, YKI) completed during the academic year. The scholarship is 3000 euros. A student can only receive one scholarship per academic year. Level tests can be performed in advance, i.e. if a student has completed more than one level test in the previous year, they will be taken into account when granting scholarships for the following academic years.

The grant scheme applies to both Bachelor’s and Master’s degree programmes.

The Metropolia Scholarship for students who begin their studies on or after 1 August 2024

Bachelor's Degree Programmes:

Those Bachelor’s degree students who begin their studies on or after 1.8.2024 may apply for a Metropolia scholarship based on completing Metropolia’s Finnish language courses (Finnish 1, Finnish 2, Finnish 3 and Finnish 4) and completing a national Finnish language level test (National Certificates of Language Proficiency, YKI) as described below.

Each student may be granted a scholarship at maximum three times during their Bachelor’s degree studies at Metropolia. The scholarship will be granted only once per academic year. During the first academic year the students are entitled to a scholarship amounting 1.000 euros by completing courses Finnish 1 and Finnish 2 with a minimum of grade 3 in both courses. During the second academic year the students are entitled to a scholarship amounting 2.000 euros by completing courses Finnish 3 and Finnish 4 with a minimum of grade 3 in both. During the third academic year the scholarship amounting 3.000 euros will be granted for students who complete the Finnish language level test (YKI-test) on an intermediate level based on the criteria defined by the YKI. To be entitled for Metropolia scholarship the YKI-test must be taken and completed while enrolled as present student at Metropolia.

Master's Degree Programmes:

Those Master’s degree students who begin their studies on or after 1.8.2024 may apply for a Metropolia scholarship based on their national Finnish language level test (National Certificates of Language Proficiency, YKI). The YKI system consists of basic, intermediate and advanced levels. Passing the basic level grade 1 (corresponds to CEFR level A1) entitles the student to a scholarship amounting 1.000 euros, the basic level grade 2 (corresponds to CEFR level A2) to a scholarship amounting 2.000 euros and the intermediate level grade 3 (corresponds to CEFR level B1) to scholarship amounting 3.000 euros.

Note that a Master’s degree student may apply and be granted the scholarship only once during their master’s degree studies at Metropolia. To be entitled for Metropolia scholarship the YKI-test must be taken and completed while enrolled as present student at Metropolia.

Scholarship based on humanitarian reasons

In accordance with the decision taken by the Board of Directors of Metropolia on 30 March 2022, humanitarian reasons may also be used as grounds for granting a scholarship. The decision applies to the years 2022, 2023, 2024 and 2025 and is in force as of 30 March 2022. A humanitarian reason applies to students who have been granted temporary protection based on Council Implementing Decision (EU) 2022/382 due to the mass influx of displaced persons from Ukraine.

A scholarship based on humanitarian reasons will be used to pay for the entire tuition fees charged from the student in the years 2022, 2023, 2024 and 2025, beginning from 30 March 2022.

Early Bird discount

Metropolia has an Early Bird discount on tuition fees for students admitted to degree studies beginning in autumn 2022 and after: an Early Bird discount on the tuition fee for the first academic term will be granted if the applicant accepts a study place and registers as present no later than 7 days after the announcement of the student selection by 3 pm (local time in Finland).

The Early Bird discount is:

  • 1 500 € for study rights starting in spring term 2024 or before
  • 1 000 € for study rights starting in autumn term 2024 or after

Limitation of Liability

Metropolia UAS shall be not responsible for its failure to fulfill its obligations under these regulations if such failure is due to circumstances reasonable beyond its control, such as strike or boycott, accidents, failure of any governmental approval required for full performance, civil disorders or commotions, acts of aggression, war, energy or other conservation measures, fire, explosions, failure of utilities, mechanical breakdowns, material shortages, disease, catastrophe or other such occurrences.

In addition, circumstances outside of Metropolia UAS’s reasonable control include but not limit to over or under demand from students, staff illness, lack of funding, government restrictions and changes in Ministry regulations.

If circumstances change outside the reasonable control of Metropolia UAS, Metropolia UAS reserves the right to change or cancel the programme partly or in its entirety at any time without liability, even after the student has registered at Metropolia UAS.

Metropolia UAS is not liable for and does not warrant, that the programme is suitable for a specific occupation / job / position / purpose.

Metropolia UAS is not liable for any special, incidental, indirect or consequential damages. Limitation of liability does not cover damages caused by intentional or gross negligent acts.
