Deploying Competence in Finland Project will create an ecosystem for promoting the integration of highly educated immigrants in the Helsinki Metropolitan Area. In addition to the creation of the ecosystem, higher education institutions will implement several educational paths for recognition and completion of competence. Each educational model enables rapid transition to an individual career path.
In the Helsinki Metropolitan Area (total population of approximately 1.17 million) with 47% of the immigrant population of Finland, a special need has been identified to create an ecosystem for the integration of immigrants with higher education background. The number of immigrants living in Helsinki, Espoo and Vantaa is growing by more than 11,000 per year, being more than 200,000 inhabitants in 2019.
The aim of the project is to develop a cross-administrative ecosystem, which enables the recognition and completion of competence and a rapid transition to individual career path, for promoting the integration of highly educated immigrants in the Helsinki Metropolitan Area.
The target group of the project is immigrants with higher education background in the metropolitan area.
The project strengthens the inclusion and equality, including gender equality, of the multicultural population in the Helsinki Metropolitan Area, and also promotes the employment and integration of the immigrants with higher education background as active members of the society.

The project is coordinated by Metropolia University of Applied Sciences. In addition to the coordination, Metropolia implements educational models with the other higher education institutions within the project; Laurea University of Applied Sciences, Haaga-Helia University of Applied Sciences and the University of Helsinki. The cities of Helsinki, Espoo and Vantaa, and the TE Office in Uusimaa are working on this project with the above mentioned institutions.
